On Industry-Education Integration Empowering the Internationalization of Vocational Education——Practice of the Cultivation of Overseas Localized Technical and Skilled Talents of Yellow River Conservancy Technical University

With the in-depth advancement of the Belt and Road Initiative, China's competitive industries such as water conservancy and infrastructure have accelerated their global layout. Chinese enterprises operating overseas have increasingly adopted localized management strategies, leading to a large-scale and professionalized growth in the demand for local technical and skilled talents in overseas markets. It imposes an urgent requirement for the high-quality international development of China's vocational education. From the analytical perspective of symbiosis theory, it conducts a case study on the "School-enterprise cooperation, Industry-education symbiosis" mode for overseas localized talent cultivation of Yellow River Conservancy Technical University. It sorts out the operational logic of the existing mode and puts forward targeted optimization paths, aiming to provide implementable and replicable practical experiences and reference schemes for domestic higher vocational colleges to carry out international education and overseas localized talent cultivation.
