Abstract
To address the challenges in traditional implementation of the River and Lake Chief System, such as complex and diverse data collection, inefficient inter-departmental coordination, and low public participation, it developed an RLCS Information System integrating multi-source heterogeneous data, and verified its application in the Qinhuai River Basin of Nanjing. By embedding data standardization preprocessing, spatio-temporal alignment, intelligent fusion technologies, and the River and Lake Health Index evaluation framework, the system can rapidly integrate multi-type data(including hydrology, water quality, and remote sensing images)and realize core functions: "One Map for River and Lake Chief System", dynamic inspection tracking, and intelligent evaluation of "Happy Rivers and Lakes". This was applied to the Qinhuai River Basin in Nanjing, strengthening the three-level collaboration and responsibility implementation, and enhancing the accuracy and efficiency of river and lake management.
