Abstract:
The effective implementation of industry-education integration policies serves as a critical guarantee for deepening industry-education integration and school-enterprise cooperation. It employed a questionnaire survey to investigate the implementation status of such policies in vocational education within Fujian Province. By using Smith's Policy Implementation Process Model, an analysis of the survey results was conducted from four dimensions: policy itself, target groups, implementing agencies, and implementation environment. Key obstacles were identified, including: the overly framework-based nature of policy content and insufficient incentive measures; limited policy cognition among target groups and unmet interest demands; the absence of collaborative mechanisms and weak tracking and supervision systems; regional development disparities in the implementation environment and the need for optimization of collaborative ecosystems. Corresponding adjustment strategies are proposed: strengthening top-level design to improve the industry-education integration policy system; deepening enterprises' policy cognition to build a school-enterprise community of shared destiny; aligning with enterprise needs to give full play to the core role of vocational institutions; and Adhere to the policy of joint management and control, and optimize and adjust strategies such as creating a favorable execution environment.
