职业教育产教融合政策落地障碍分析及策略调适——基于史密斯政策执行过程模型的研究

    Analysis on Implementation Obstacles and Strategy Adjustment for Industry-Education Integration Policies in Vocational Education: A Research on Smith's Policy Implementation Process Model

    • 摘要: 产教融合政策的有效执行是深化产教融合、校企合作的重要保障。采取问卷调查方式,对福建省职业教育产教融合政策落地情况进行调查。运用史密斯政策执行过程模型,从政策本体、目标群体、执行机构、执行环境四个维度对调查结果进行分析,发现产教融合政策在实施过程中存在政策内容框架化,激励措施不足;目标群体对政策认知有限,利益诉求未能满足;协同机制缺失,跟踪监督薄弱;执行环境存在区域发展差异,协作环境有待优化等问题。针对问题,提出加强顶层设计,完善产教融合政策体系;深化企业认知,构建校企命运共同体;围绕企业需求,发挥院校主体作用;坚持齐抓共管,营造良好执行环境等政策优化调适策略。

       

      Abstract: The effective implementation of industry-education integration policies serves as a critical guarantee for deepening industry-education integration and school-enterprise cooperation. It employed a questionnaire survey to investigate the implementation status of such policies in vocational education within Fujian Province. By using Smith's Policy Implementation Process Model, an analysis of the survey results was conducted from four dimensions: policy itself, target groups, implementing agencies, and implementation environment. Key obstacles were identified, including: the overly framework-based nature of policy content and insufficient incentive measures; limited policy cognition among target groups and unmet interest demands; the absence of collaborative mechanisms and weak tracking and supervision systems; regional development disparities in the implementation environment and the need for optimization of collaborative ecosystems. Corresponding adjustment strategies are proposed: strengthening top-level design to improve the industry-education integration policy system; deepening enterprises' policy cognition to build a school-enterprise community of shared destiny; aligning with enterprise needs to give full play to the core role of vocational institutions; and Adhere to the policy of joint management and control, and optimize and adjust strategies such as creating a favorable execution environment.
