河湖长制信息系统在秦淮河流域的应用效果分析

    Analysis of Application Effects on the Information System of River and Lake Chief System in the Qinhuai River Basin

    • 摘要: 针对传统河湖长制实施中存在的采集数据复杂多样、部门调度难及公众参与度低等问题,研发了一套融合多源异构数据的河湖长制信息系统。该系统通过嵌入数据标准化预处理、时空对齐、智能融合技术与河湖健康指数评价体系,可快速整合结构化数据、半结构化数据、非结构化数据等河湖管理数据,实现“河湖长制一张图”、动态巡查追踪、幸福河湖智能评价等核心功能。将其应用于南京市秦淮河流域,强化了三级协同与责任落实,提升了河湖管理的精准性和效率。

       

      Abstract: To address the challenges in traditional implementation of the River and Lake Chief System, such as complex and diverse data collection, inefficient inter-departmental coordination, and low public participation, it developed an RLCS Information System integrating multi-source heterogeneous data, and verified its application in the Qinhuai River Basin of Nanjing. By embedding data standardization preprocessing, spatio-temporal alignment, intelligent fusion technologies, and the River and Lake Health Index evaluation framework, the system can rapidly integrate multi-type data(including hydrology, water quality, and remote sensing images)and realize core functions: "One Map for River and Lake Chief System", dynamic inspection tracking, and intelligent evaluation of "Happy Rivers and Lakes". This was applied to the Qinhuai River Basin in Nanjing, strengthening the three-level collaboration and responsibility implementation, and enhancing the accuracy and efficiency of river and lake management.
