Abstract: It analyzes the facing problems of great culture development of Luan county of Tangshan and discusses the three countermeasures:making the accurate positioning, clear target and fostering the county characteristic leading industry; quickening the change of the economic development mode, optimizing industrial chain and giving full play to the culture industry radiation leading role; updating the idea, innovating the mechanism, improving the connotation, constructing the new culture industry system and strengthening the development sustain momentum.
