Abstract: The first significance and primary connotation of scientific development view is development.Development is the mutual transformation and unification of quantity change and quality change.The key point of the scientific development view is the "human-oriented concept".Make the fundamental interests of the overwhelming majority of the people to be the starting point and staying point of our Party and government’s all tasks.The scientific development view’s basic requirement,pursuit goal and essential symbol are "comprehensive development,coordinate development and sustainable development".The basic method to realize this requirement and goal is overall consideration.Its connotation is grasping all the things,planning everything comprehensively,focusing on the key points,considering every aspect.
